MSU changes insurance mandate

EAST LANSING - Facing a financial penalty of the State, Michigan State University dropped its requirement that all new student health insurance.

Exchanges could survive even if health reform law dies

NEW YORK (CNNMoney) - The Supreme Court review of health reform means all of the mandates of the law, such as coverage of adult dependents up to age 26 and protections for people with pre-existing conditions, could be in jeopardy.
But the exchange of health insurance - which must also be established under the law - can survive and prosper, even if the Care Act is struck any affordable, industry experts said. Exchanges are intended to offer health plans cheaper, so more than 32 million policyholders of the nation can not afford coverage.
No matter what happens to the law of health reform, "there is bipartisan support for States that have some kind of health insurance exchanges," said Christopher Condeluci, a tax consultant with law firm Venable LLP former tax adviser to Senate Finance Committee.
Among other things, mandates of health reform that by 2014 all states set up a health insurance "exchange," an online marketplace where consumers who are underinsured or uninsured will be able to shop for the subsidized coverage, and small businesses can buy plans more affordable for their workers.
The law also gives states federal grants to help build their trade.
The Court, which is expected to announce its decision on the constitutionality of the Act on the end, could enforce the law, the reverse partially or completely knock down. If the law is struck completely, the loss of federal subsidies, it will be difficult for states to start trading, said Brett Graham, head of the practice of exchange of health insurance in council care firm Leavitt Partners in Salt Lake City, Utah. But the "train has already left the station" and some states to establish exchanges will in any case, Graham said.
Indeed, even before health reform adopted in 2010, Massachusetts and Utah already operated insurance exchanges. And a handful of states have begun to explore their implementation as a way to reduce spending on health care by getting more residents insured, said Dan Schuyler, a former chief technology which has contributed to the exchange of Launch of Utah in 2009.iReport: Have you been denied health coverage?
With fewer uninsured people, there is less financial burden on states' public health care programs like Medicaid.
Shortly after the health reform became law, two dozen states reached out to learn more about the program in Utah, said Schuyler, now director with partners Leavitt.
Two years later, many of these same states remain committed to establish exchanges. California, Oregon, Maryland, Colorado and New York have already passed legislation to establish state-based exchanges by 2014, said Brett Graham, head of Leavitt Partners' practice 'Insurance Exchange.
This is unlike some other states have requested waivers on meeting deadlines for the establishment of trade, take a wait and see approach, or are actively fight against health care reform.3.1 million young adults now have health care coverage
In all cases, consumer demand for trade is already there, said Condeluci. "Whether people buy their own coverage or employers to buy it for them, people want a favorable place for consumers to purchase health insurance," he said.
However, if the law is repealed, trade creation will be tough, said Jeff Munn, vice president of policy development services for Fidelity Investments.
"Without the mandate of a uniform structure, the states themselves must understand that exchanges like," said Munn. "It will be a bit of a Wild Wild West."
Another big question is how the exchange will be funded if the federal government to pony money for them, said Munn.
Also clear is whether states that have already received federal grants to set up exchanges would give it back, said Munn.
But despite these issues, Munn believes most trade will begin to deploy.
"In many states of the scaffolding is already there for the exchange of health," he said. "The hope is that if they build it, they will come."
